Fix it by hand in Excel or Sheets

1. Check each column you’ll mark required in HubSpot, and fill in any blank cell by hand.
2. Sort by Email and delete the duplicate row underneath each repeat contact.
3. Rewrite each phone number by hand as +[country code][number], e.g. +34600123456 for Spain.
4. Replace the comma between values in Email subscriptions with a semicolon, for every row, and save as a single-sheet CSV.
